First, the easy way:

Open Outlook Express and go to Tools | Options... Select the
Maintenance tab. Then click on the 'Store Folder' button. The location
shown is the current location of your Outlook Express mail store.
Click on 'Change' and enter a new folder location. Better still,
create a nice new folder first (called something helpful, like
'MyOutlookExpressEmail') and make this the new location.
