A teljes megoldas (markafuggetlenul) igy szol:

PowerdownAfterShutdown:REG_SZ:1

This value enables a Shut Down And Power Off option on the Shut Down menu,
this only works for machines with an ATX-board and ATX-switch.

<from a user> I tried your tip (above), and my comp just rebooted. I have a
full ATX comp, so I didn't understand why it happend. I found the answer at
www.ntfaq.com, and this is wht is missing in yout tip: You will need an ATX
power supply and an updated HAL.DLL from the computer manufacturer in order
for this to work, otherwise the machine will just reboot.

<from another user> Windows NT 4.0 Service Pack 4 ships with a file,
HAL.DLL.SOFTEX which works on many systems. To install perform the
following:

C:\> cd %systemroot%\system32 
C:\WINNT\system32> rename hal.dll hal.old
C:\WINNT\system32> copy g:\i386\hal.dll.softex hal.dll
